According to the sources, during the meeting between officials of HPCL and government of India held on 29th May, 2012, petroleum secretary GS Chaturvedi agreed with the proposal submitted by the company. "He confirmed that government will provide all the approvals to the company for proposed refinery plans at Barmer. Secretary also directed the officials to give a detailed presentation to the Rajasthan government as soon as possible" said sources privy to the development.
Following the instructions a five member team visited Jaipur on June 28 and held a detailed discussion with Sudhansh pant, secretary for mines and petroleum, government of Rajasthan. The secretary confirmed about the meeting but refused to comment further. "Thursday's meeting was a part of ongoing discussion. We will share all the details about the refinery at appropriate time".
However one of the officials of HPCL on the condition anonymity told TOI that they will give presentation to the chief minister and other state officials in month of July. "We mulled over the dates but they are yet to be finalized. What are we excepting form the state, what will be exact capacity of all these questions will be addressed in that meeting" said the official.
It is believed that HPCL is very keen in setting up a refinery and has proposed to take up 51 percent in the project. Rest will be shared by the Oil and Natural Gas, state government and others. Recently HPCL refinery at Bhatinda in Punjab got commissioned and comapny also owns refinery at at Mumbai and Vishakhapatnam in Andhra Pradesh
Earlier the both state and central government requested ONGC to set up a refinery but the company showed no enthusiasm. The fields of Barmer, owned 70 per cent by Cairn India, produces about 175,000 barrels per day oil and has potential to produce up to 300,000 bpd.
